This Workforce Development Board serves Tarrant County through a network of partners. SUMMARY

Coordinates the oversight and management for the Adult Education and Literacy (AEL) Service Delivery contracts; compliance oversight; policy development; data integrity, performance management and reporting; continuous improvement of the AEL delivery System; and service strategy development.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Manages the direction and supervision for the Adult Education & Literacy staff, Department and program.
  • Strategic planning. Directs the development and submission of the Board's annual AEL plan. Directs the development of long term and annual strategic and program planning processes, complete with goals, objectives, and specific implementation steps and timelines, and costs associated with implementation.
  • Develops Scope of Work statements for the purpose of procurement of services and ensures its completion.
  • Develops AEL related grant applications by the Board. Provides on-going communication to executive management.
  • Works with workforce system management and community to develop coalitions and cooperative agreements.
  • Assists AEL Consortium Manager in preparation for quarterly meetings.
  • Directs AEL contracts and acts as a single point of contact with the contractors for all operational issues.
  • Oversees AEL contracts to ensure performance, compliance and service quality.
  • Oversees data integrity, performance reporting, and risk management functions.
  • Tracks deficiencies revealed in monitoring reports and ensures appropriate technical assistance, contractor response, and follow-through to correct.
  • Facilitates continued program integration and partnerships to ensure effective and efficient service delivery.
  • Develops and oversees mechanisms for determining best practices, ensuring continuous improvement, and managing ongoing feedback in coordination with other Board units.\
  • Ensures that the programs operated by the contractors comply with the federal, state, and Board requirements/policies.
  • Provides input for budget preparation, procurement and contract negotiation.
  • Develops and presents reports to Executive Management Team and as directed, to the Board, and Board Committees.

QUALIFICATIONS

  • Education/Experience Bachelor's degree (B.A.) from four-year college or university with major course work in Political Science, Business Administration, Public Administration, or a closely related field (Master's preferred); or five years or more of related experience and/or training in Adult Basic Education Programs; or equivalent combination of education and experience.

The qualified candidate must have experience in Data Entry, Data Analysis and Data Collection with the state's TEAMS data system. The individual will also possess experience in completing

Texas Workforce Commission (TWC) progress reports and preparing Standard Operating Procedures for Adult Basic Education and Training Programs.

  • Language Ability

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to draft reports, business correspondence, grant proposals, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, board members, and the general public.

  • Math Ability

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • Computer Skills

To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet software; Database software, Internet software, and E-mail.
